With the primary design concept determined under Step Three (roadway improvements), the
project team began analyzing whether one additional lane or two additional lanes in each
direction would be needed through the McCarrey Street to Gambell Street project corridor.
The team also developed recommendations for the mix of TDM/TSM, bus transit, and bike and
pedestrian improvements to couple with the road improvements.
The team's recommendation for project scope is as follows:
- Carry forward options involving one additional lane of capacity in each direction,
including the reversible lane (limited right-of-way) concept, six-lane expansion along the
existing alignment concept, and a 3rd-5th Avenue couplet concept.
- Eliminate options involving two additional travel lanes in each direction (eight-lane
concepts) from further engineering and project development.
- Grade-separate the Bragaw Street-Glenn Highway intersection.
- Grade-separate the Airport Heights Drive-Glenn Highway intersection.
One additional lane is the project team's recommendation
for the scope of this project because the addition of one lane in
each direction will accommodate travel demand through the year 2023.
One additional lane is also recommended as the more prudent investment
strategy given uncertainties such as a possible Knik Arm crossing or
some kind of future direct connection between the Seward and Glenn
Highways. The alternatives also include a mix of bus transit, bicycle
and pedestrian, and transportation demand management improvements,
as detailed in the draft report titled "Corridor Recommendations," included
on the Reports page of this website.
The team will present this information to the public on July 25, 2001, to the AMATS
Technical Advisory Committee on July 26, 2001, and to the AMATS Policy Committee in August
2001. AMATS concurrence on the project scope and the alternatives to advance to the NEPA
process is required for the project to move forward.
