In January 2001, the AMATS Technical Advisory and Policy
Committees approved the team's recommendation for preferred design concept (roadway
improvements), the recommended short list of roadway-emphasis alternatives, and the need
to incorporate improvements to bus transit facilities, pedestrian and bicycle facilities,
and transportation demand management systems. Now the task at hand is to identify the
scope, or size, of the roadway improvements. To that end, the short list of concepts
underwent additional refinement, engineering, and evaluation. This report presents
recommendations for road, transit, trail, and other improvements.

Analysis Technical Memorandum

This report presents the evaluation of the long list of conceptual
alternatives. The goal of this evaluation was to identify the best conceptual alternatives
to carry forward for further study and the ones to be dropped from further consideration.
Conceptual alternatives were evaluated with respect to the projects purpose and
need, conformity to exiting plans, cost, and environmental impact. The report presents
this information in the following format.

The Alaska Department of Transportation and Public Facilities, in cooperation
with Anchorage Metropolitan Area Transportation Study and the Federal Highway
Administration, have identified a need to make investments in transportation improvements
to the Glenn Highway between McCarrey Street and Gambell Street. This document outlines
the initial purposes of the project.

Conceptual
Alternatives Development

This report presents an initial set of concepts developed to specifically
identify how individual options and strategies could be applied to the corridor. It
combines options and strategies presented in the previous report into 12 logical packages
of improvements and policies. The report defines these concepts in terms of their overall
design emphasis (reliance on commuter rail, transit, highway improvements, and so on) to
allow for an equivalent comparison of their major capital elements and their impact on
existing transportation system policies.

Preliminary
List of Multi-Modal Options/Strategies

This report identifies and describes potential options and strategies to
address travel demand with the Glenn Highway corridor. Options discussed include commuter
rail service, transit enhancements, management strategies for reducing demand, Intelligent
Transportation System (ITS) opportunities, highway improvements, and land use policies.
These options represent a comprehensive list of components of broader transportation
systems, but none individually has the ability to resolve all identified problems in the
corridor.

Background and History

This report introduces the project and provides a summary of recent and
ongoing studies within the project area. It briefly describes transportation components,
including roads, public transportation facilities, and railroad lines, within the project
area. It also discusses existing demand through the corridor and the projects
methodology for analyzing current and future traffic volumes.
